I'd still say it's capitalist based. They give out a few select quality items (I.e. the people who got the exotics that aren't dropping or 320 gear) to the select few random players (usually the more casual bunch because they know the die hard #desticles will play no matter what) and this spurs the 12 year olds to keep logging in and playing every day. If it really was just about using the gear they'd want you to use then everyone would have those specific weapons and the other options wouldn't exist.
