If you can get duplicates, there will [i]definitely[/i] be an issue.
Basically I interpreted what Bungie said as:
"Better buy this stuff up front while you can, because soon you'll have to spend $20 for just one emote you want and 29 duplicates that you don't."

Who said anything about 20 dollars, or one emote? This is just sales 101. And there's zero reason for you to gamble on something random if you don't want to.
