Those pop up happen all the time. Like today it said pat $500 or you be arrested by the FBI and everything on your phone will be deleted. It's people getting money from stupid people

I saw some stuff (I was young an didn't know child was illegal at the time) The cops never came for me.

Don't worry, that's all fake. Get ublock origin if you are on Firefox (I think it exists for chrome as well), it's a really good ad blocker, though it will break some websites a little bit.

Usually displaying a message that you will be arrested by [Insert agencies here] as a result of browsing illegal content, stating you're IP was traced by police, etc...reading further down the screen reveals the note that they will release you if you pay a fine via prepaid cards or Paypal or something. Sounds odd doesn't it? That's cause it's fake. This is what's known as "Ransomware", some forms of it encrypt files and ask for payment to decrypt them, some lock the system and lure you into paying (with scare tactics such as the whole "wanted by police" thing), and some are Trojans disguised as legitimate files. [spoiler]Scan your computer with malwareBytes or any antivirus software. Delete infected stuff, clear cookies and cache, and you'll be fine. Unless you were on a tablet, in which case, just clear cookies and cache or something. If you can still access the browser and phone, it's gone...probably...(I don't know much about keeping a mobile phone virus free...can they even get viruses?)[/spoiler] TL;DR (mostly) harmless, but annoying as -blam!- virus.

This happened to me too. I was browsing videos on pornhub and this message about viewing Illegal Porn and the FBI popped up. It even showed the area where I live. At first I freaked the -blam!- out because I had no idea what 'illegal porn' I had watched. I knew that there was no way I had viewed anything illegal, so that's when I pretty much figured out it was fake. Don't worry about it, you're fine.

Happened to me once. Turns out it was just doing that from a hidden tab it opened up. Trust me, if the government actually though you were watching CP they'd be busting your door down like the Kool-Aid man, no warning.
