    If you're still freaking out over it, don't worry. It's a virus which locks the browser, or restricts access to the computer in some way. Usually displaying a message that you will be arrested by [Insert agencies here] as a result of browsing illegal content, stating you're IP was traced by police, etc...reading further down the screen reveals the note that they will release you if you pay a fine via prepaid cards or Paypal or something. Sounds odd doesn't it? That's cause it's fake. This is what's known as "Ransomware", some forms of it encrypt files and ask for payment to decrypt them, some lock the system and lure you into paying (with scare tactics such as the whole "wanted by police" thing), and some are Trojans disguised as legitimate files. [spoiler]Scan your computer with malwareBytes or any antivirus software. Delete infected stuff, clear cookies and cache, and you'll be fine. Unless you were on a tablet, in which case, just clear cookies and cache or something. If you can still access the browser and phone, it's gone...probably...(I don't know much about keeping a mobile phone virus free...can they even get viruses?)[/spoiler] TL;DR (mostly) harmless, but annoying as -blam!- virus.
