No, is NOT easier to change how a weapon works in its entirety than it is to switch server side allowances.
Secretaries allowances are as ready to change as flipping a lightswitch.
Rewriting the code of a gun takes QUITE a bit more, even more so to make sure nothing else gets messed up in the process.
