If you're talking solely about damage resistence, then fully upgraded heavy synth armor plus Mk5 ballistic weave hat and clothing under it would be your best bet. Personally I'm using a heavy leather chest piece, freefall boots, chameleon combat armor left arm and a heavy combat armor right arm, all shadowed, plus a ballistic weave military fatigues and trilby hat. Looking for a better set of arms currently but it isn't hideous to look at.
