You realize Bungie is so disenfranchised towards doing private matches bc of the fact that people wanted Game Chat in Crucible but now no one uses that?

Yes, but they're afraid they'll do it and no one will use it

It's actually the opposite. They already know that so many people would use it, that it would cut back the population for their standard modes. They learned that from 10+ years of Halo. Too many people would use it and that's what they are afraid of.
