It has got noticeably worse. I see people with greenbars teleporting around aswell now so the colour of the bar means nothing.
I've had this happen a few times now after patches and then like a month or so later its eventually gotten to a point where its just about playable again.
Crucible is pretty boring now though and the current meta is actually worse than when it was thorn shotgun.
