From what little I've read on it, I'm one fragment off from the next step. That evasive fragment happens to be inside the raid lol. Managed to get two of them before the ridiculous requirements, but I got fed up with 2 of the team members constantly arguing over strategies and getting nowhere then left. No idea what to do after getting the 45 fragments as I haven't read anything past that point.
