Wouldn't normally be a problem except I AM connected to Xbox Live!
I was just about to finish a race (in 1st I might add) when I got weasel and disconnected, then viper when I tried to reconnect. Now I keep getting the above error message every time I try to get past the title screen!

Being connected to Live may not be connected for all services. If the social and gaming services are experiencing issues, you may not be able to play.

I get constant disconnections from Xbox Live too, usually followed after a Caterpillar error. Tried every troubleshooting imaginable (https://www.bungie.net/en/Forum/Post/176740047) but nothing seems to work. It's so bad that the game is becoming unplayable.

Has your Xbox Live Gold subscription ended? You could also try clearing your console's cache and attempt to relaunch. https://www.bungie.net/7_How-do-I-clear-the-cache-on-my-console/en/Help/Article/12539
