No that just means you can jump again and immediately dodge again. That's not a cool down.

Tested, you can't spam jump evade

Actually that's not what it means. I've used it plenty. It has the exact same cool down. If I jump, evade, evade, land, jump, try to evade in quick succession I won't get anything. Landing doesn't reset the cool down.
