Had both TDB and HoW by the specified date, but I never got the veteran's tour quest. I'm trying my best to ignore it, but not having the Veteran's tour quest despite fulfilling the requirements is really bugging the crap out of me. You said you were working on it back in September and (as far as I've heard) you've not said a word on it since. Can you PLEASE do something about this?
