Just equip it when you're racing. It's like 3% per race or something as long as you have it equipped
It's long af but I was grinding to rank 3 anyway

For some reason my hunter doesn't have the quest -- and he's the one I'm grinding to rank 3 with. Maybe it's at the abandoned quests kiosk?

Maybe? The jolly holiday quest should be given to every char that's rank 3 in the crucible I think
