I don't know what the Nine are, but they seem to operate in the Jovian planets. They get pissed at the Queen when Uldren's Crows enter the Cauldrons of Rhea, one of Saturn's moons. They commune with the Queen and her Techeuns

The Jovian planets are Jupiter, Saturn, Uranus, and Neptune

Just had a new thought what if there is some kind of division again with the reef being the medium. What's so special about the Jovian planets that separates them from the inner planets?

The inner planets are rocky, the outer planets are gaseous. The inner planets are governed by the City, the outer are governed by the Nine. They're separated by the Asteroid Belt (the Reef)

The Jovians are unaffected by the vex corruption because of their composition(maybe). The vex can't take them over, making the Jovians the ones who should orchestrate the events that we witness.
