The nine are the first born awoken.. which would lead me to believe they are the first nine humans to abandon earth to live in the reef.

Why can't they be war minds that are fully ai and aware. That made a compact with an alien race. In said compact the war minds bargained the ability to transfer there consciousness into a sentient body and then the war minds would then become the first. "Awoken" so to speak. Along with that think how Rasputin could fit in
