When iron banner is going on. And you can access that part of the tower. The view back there is -blam!-ing amazing. I'll give the Dreadnaught a better glance next time I'm there.

You can also see that view from the rear windows of the Vanguard room, albeit with a ceiling but it is still the same vista.
