I have the most luck in the Gatelord area. But in that area the dragons also enjoy spawning below the cliff. I've seen a few in the areas leading up to that area as well. The path that has a bunch of Vex gates. They're everywhere but spawn in randomly. Like I said: easy to miss if you just go about your business.
