Edit: To all of you saying Bucky is innocent, I don't agree. He may have been brainwashed but he needs to do something for his crimes.
Tony isn't against Bucky because the government told him to be. No, he is because The Winter Soldier either did or had a big part in the murder of Howard Stark.

Tony Stark has no true moral compass. Nothing he does will ever go against how he feels at that moment in time. There's no internal struggle. (Just like a villain)
