As for why they changed the Symbiote, I'll agree that it's possible they did it to simply keep it from seeing it as OP. I'd even argue that they did it so Titans didn't feel like they were the only ones targeted. However, I'm not ruling it being a test out. If I'm right and its a test, they might be looking at how many people will still use it. Either way, the nerf has pretty much made the exotic pointless for all except the perfect Gunslingers. Here's hoping they don't -blam!- up anymore exotics lol.
