Xur is on meth.
Seriously.
He's locked himself in a dark room
He always wears a dark hoodie, day or night, warm or cold; down low to hide his face.
He has weird marks on his face.
He's always bartering random stuff, that nobody that looks [i]that[/i] homeless should be able to afford. And he won't say where he gets it.
Nobody ever sees him come or go. Ever...
Those "drives" he sells, kinda look like the novelty lighters, you buy from a glass shop...
He sells needles.
He's tweeking. We need to stage an intervention.

He pops up in random places, takes his own special currency, sells weapons and armor, practically has the same get-up, raspy voice with dark quotes, etc. Its already official that Xur is the Merchant from Resident Evil 4.

Xur is a junkie. All he needs is an intervention. To see people around him who care. People who are willing to help. People he used to love. But perhaps.... His customers.... They're junkie's too. When was the last time you made eye contact with anybody who shops through Xur? Didn't think so. His influence has run deep. Kinderguardians don't even consider the risk. And is there anyone to stop them? No. All there are, are people who take one look Then turn and walk away. More has to be done to clean up this mess. More has to be done.
