[b]the two leaders sneak through an icy tundra until they find themselves on the edge of a city, noctura. Many men clad in trenchcoats, fedoras, and assorted mask send the city into panic. They sneak into homes and steal away any wisps they can find, most of which are being held as slaves. Shepard himself moves for the town hall and grabs the lead council member. Mowing through any resistance he can find, the flock regroups at a deserted snow covered plateau, as multiple transport ships are loaded with reclaimed wisps, ranging in age of next to death, to barely able to walk, and the tyrannical mayor. Several hours later Shepard walks into the barrows with the mayor at gunpoint and the few wisps they found, only around 10-15, free to find their homes in the various small cabins and shacks. He throws the council leader into a prison cell in the middle of the desert, ready to be eaten by the worms.[/b]
