Maybe not 10 secs. There would be a tough distinction between a camper and a player in a standoff with an opponent or recovering from a battle and keeping a low profile. Sometimes when a fight has ended and its a narrow escape, I will grab cover, reload, wait for my health and shields to regen. That's about 10 secs or more depending on your recovery settings. I don't think I should be teleported for playing smart. It would have to be a lot longer if it was to be fair. But, in the end it most likely wouldn't stop what seems to be more of a personal annoyance, rather than a real problem.
