Bungie themselves said they don't want the game to be balanced they would rather buff and nerf weapons to make you use different stuff every so often

There are other ways to nerf / buff weapons other than constant rebalancing. Ideally you would have a system that made people change on a daily / weekly basis and was different for different players so everyone wasn't running around with identical load outs

Once you start liking a weapon they nerf it so it sucks and you can't use it anymore.
