I suppose someone held a gun to Bungie's sandbox team that handles balancing the weapons and made them listen to all the whiners that got us into this state. If Bungie actually wanted to create a balanced game they ought to do what Dice did with Battlefield and pull in a small section of the player base to test the balance of weapons and classes to find what people enjoy using and what's competitive and what is not. They can't balance weapons based on statistics which is what they're buffing and nerfing guns based on right now.
