Just finished installing a VMware Horizon 6 VDI environment for a 100 user client. Software licensing alone hit the $100k+ mark. Server esxi host hardware $80k and the SSD SAN 10Gb iSCSI and 4GB RAID controller another $80k. And that comes nowhere near what it would take to even think about running Destiny.
Then you gotta think about geo-location for players in different parts of the country to keep latency down. This means finding a multinational backbone provider for MPLS and using WAN accelerators. With this monthly revenue is needed as the cost of the bandwidth usage for the case scenario is expensive. ISP grade core switch setup in pairs for high availability. Equipment for a quick disaster recovery scenario.
Now take that cost and quadruple it because you want to build in redundancy for failover and a test environment.
IT isn't cheap and to suggest using a barebones entry level server is ludicrous.

Not cheap but for a triple A game you'd expect a better online experience than we get.

Most people not in the industry just don't comprehend how much it actually costs to run a data center. Lol... "I can buy a 4TB drive from best buy for $100, why is this so much more expensive?" lol

There are other countries that play destiny than USA

You are right, I was making a point about the cost and only covering a portion of the player base.

When they start wars for profit they can have dedicated servers.

Shhhh it's only $45
