I think the red bars and such is actually just from location.
Make it location based. That will definitely clear up a lot of reds.

That's what it was before. A few months ago, before they added competitive matchmaking, the search for a match was location and connection prioritized. Now that they made it competitive, connection is irrelevant when finding a match.
