In any sports or games you can't be on the top unless you beat other top players. Basically you are saying you only want to play w/ scrubs so that you can boost your stats and not to be a real top tier players? If you could only beat scrubs then you are only better than the scrubs, it doesn't matter if you have 100 kd if all you beat is 100 scrub. Its better to have 70 kills if those kills are from top players.
