The only reason that money is in gov't, is because gov't is involved monetarily in the industries that lobby gov't. For example when the gov't subsidizes solar companies (for a huge financial loss btw) and taxes and regulates oil companies, oil companies respond by lobbying politicians to lift regulations and stop subsidies to solar companies. Solar companies in turn lobby politicians to continue subsidies and regulate oil companies. Each industry seeks a competitive advantage over the other, when the advantage is artificially brought on by gov't that's when lobbying occurs. Basically, it's a two way street, the gov't can't put its money and influence into industry without industry putting its money and influence in gov't.
