Blueprints not working

So my armor blueprints are not showing my peregrine greaves, although i have the y2 version at 310, also no engram requiring discovery for Twilight Garrison? anyone else have this problem? also Shaxx bounties do not appear for me. any suggestions?

You only receive Shaxxs bounties if you complete the quest line. Called Crucible Forged.
