Right. Phobos is one of Mars' moons, and the Cabal are mainly stationed on Mars, so I find that hard to believe. In addition, commander is a military rank, and the Cabal are certainly a race that dwells in militarism. I don't know the gimmick reference, but I assumed it was one from a Cabal tank.
