I like to think of it like feeding a very large family on a limited budget. Bungie's limitation is content and the time it takes to produce it. They ration out meals so that we don't gorge ourselves right off the bat and have nothing for later. Bungie cannot create high level content at a rate that comes even close to the speed at which we burn through it. They've admitted it in interviews before. "Unsustainable" was the word used. So their business strategy is to release predetermined bits over the course of a year to keep us kids from starving off. It sucks that they can't produce unlimited content all the time.
