I'm 18 and I don't think that kids should play. But it is rated T for Teen. And you are technically a teen at the age of 13 so yes they should be able to play it. As for anyone under.. No.

Yes the game as in the campaign itself with no other player interaction is rated teen. The online playing with other people is pretty much rated A
