It's a tricky issue. The ESRB was formed in the face of growing maturity from gaming. When I first started out on NES, there were no ratings on anything. Yet I had a game called Operation Wolf where you can optionally shoot innocent civilians, aid workers and prisoners of war. The fact that Eric Harris and Dylan Klebold played Doom a lot only added fuel to the fire. I've played all sorts of things in my youth, saw my first R-rated movie; The Good Son before I turned 10. Yet here I am doing just fine at 31. Oddly enough as far as being scared, kept up at night, that only happened to me twice from two entertainment-related things; the movie Frantic and the SNES game Illusion of Gaia. Same thing can be said with artists like Marshall Mathers, television too. I worked at Blockbuster Video from August 2005 to February 2011 and had to give advice to parents all the time. From those experiences I can fairly say I leave it in the hands of the guardians of said kids to make the final call. I can advise them as to what the game or movie contains and my personal suggestion but outside of that I did my job. I've also seen really irresponsible folks renting Taken and Jackass Number Two for their boys under 10 years old mind you after I said it's totally not for them. I also did a holiday stint at GameStop from November 2013 to February 2014 and witnessed the same thing. A woman came in with her son's wish list, on it was Red Dead Redemption. Myself and an associate detailed how the PC John Marston, or whatever his last name was, had no soul in regards to certain things like dealing with the random r a p e encounter or gunning down innocents. In the end she bought it for him. And don't get me started on how many returns people tried to do with GTA V. Parental controls exist yeah but like with the Internet, or anything else, if the kids want to indulge, they're going to no matter what. As for Destiny being played by under 13's, it's most certainly not the worst thing a kid could play if you ask me. You are a good character at least in PvE and you only shoot aliens.
