So.. is it true? Is the Bungie team abusing the RNG system to make the game 'longer' to complete, to compensate the lack of content in the game?
For the players that do not know what i'm saying, i'll past here what i wrote in a precedent post.
Every time Xur brings Special Weapons Legacy Engrams there are many threads about them.
Someone says 'they are bugged', someone says 'no they aren't'.
So, this time, I'll try to do a simple thread, writing real objective proofs about those discussed engrams.
[b]These are my reasons why I think those engrams are bugged:[/b]
1. I have done many research about legacy engrams, and i have not seen [u]ONE THREAD[/u] with gripes about ANY OTHER type of legacy engrams, but Special Weapons. This can be a little alarm signal, but it doesn't mean necessarily that they have a trouble. So there are my other reasons. (I challenge everyone to find a post with troubles about other types of Legacy Engrams).

In this video, if you go at minute 5 (audio required), you will see the player buying some Special Weapons Legacy Engrams and decrypting them.
According to what Tyson Green and Mark Noseworthy said before the 2.0 came out, [b]they strongly bias towards Exotics not already in your Blueprint Collection, to help fill in the blank slots[/b]. According to the video, it doesn't seem at all for those engrams.
BUT, it's only an example. SO there are other reasons.
3. [b][u]My personal experience.[/u][/b]:
-I have bought two Heavy W. Legacy Engrams, and i got two weapons i didn't have before.
-I have bought five Primary W. Legacy Engrams, and i got only weapons i didn't have (this sound crazy, but trust me, i have no reason to lie.
-I have bought TEN Special W. Legacy Engrams. I was missing The 4th Horseman, Dreg's Promise, Lord of Wolves and QBB.
Those are my drops: Dreg's Promise, 4th Horseman, 4x Dreg's Promise, 2x Lord of Wolves, Dreg's Promise, Lord of Wolves.
(again, i have no reason to lie.)
-Unfortunately, i have not any feedback about Armor Engrams.
4. [b][u]Old post with feedback of other players.[/u][/b]: I have not bought ten engrams this Xursday, this is the sum of many attempts during other Xursday and today. In the post i linked there is a Doc file where is collected all the feedback he gathered from other players. For who don't want to open the link, the summary is that [b]95% of those engrams are decrypting into a random PoE exotic.[/b] For me, the percentual is too high to be real, but the document inside says it.

The summary is... more than 400 comments with players feedback about that, with the most of them saying that they are broken. Go see the post.. it's a huge proof.

You haven't done that at all. In the patch notes of today there's nothing about that.
I do not make hasty conclusions... the title remains an open question you may respond.

Sounds like a bug, or an intended consequence of a conscious good-willed decision. Why would they weight PoE exotics higher? Why not anything else?
