Because people need to exploit those type of thing for win. Also you know what it's the "funny" part? People who do this, usually are those scrubs who needs to use cheat for win. Bungie isn't going to do anything for this, the cheaters are doing this and say to everyone (including the ones who designed this game) "hey, I'm a cheater and what? You can't do anything to stop me". They are like a child with parent who doesn't care a shit.
