Ice Breaker was here before the ammo drought. People were using its ability to generate ammo in times of need in PvE way before all this. It's an exotic perk. [i]FTR: I feel like, when swapping one special weapon for another, ammo should be wiped. If the person wants to use Icebreaker or Invective for the entirety of the game, good on them.
