Question About Impact

So this might be a dumb question but how do you convert impact to damage for pvp? For example...Touch of Malice has an impact of 35 (without perk). Does this mean it does 35 damage to head in pvp? Thanks.

There's no actual number correlation with impact and pvp damage per shot. Well---there is, but the numbers don't match up in that way.
