It wasn't necessarily OP. It was bugged. The bug simply needed to be fixed. The hand cannon range nerf was a little ridiculous. That and the ammo nerf made legendary hand cannons almost useless in PvP.

It was never OP, it was just a handcannon that existed before range was adjusted to how it works now. The luck in the chamber procs where never game breaking because it was LUCK. They just had to change the luck in the chamber to not be stackable and lower the range a tad to fit the new handcannon range and you would be fine.
