Bug in Quest Kiosk
The quest kiosk has a bug where it won't turn to the second page.

Indeed, to "solve" this take the last from page 1 until the last spot is empty. This means you got all from page 2.

Bungie is aware and is investigating. To work around this issue, players may acquire quests from the first page of the Abandoned Quest Collection until quests that are on the later pages are cycled onto the first page. https://www.bungie.net/en/Help/Article/14207
