The hexadecimal is extremely easy to crack, simply there as a default mode in order to enable farther reach. What you hear, however... Is quite a bit tougher to understand.
It seems to be two people talking to each other in a foreign language. Normal for any transmission this far out. What's odd about this one is that the conversation is taking place on one end of the line and being broadcast out on open air... Like a radio broadcast...?

It doesn't seem to match any phonetics pattern in the computer, although the language seems to be derived from Afrikaans.

Each translation pulls out the same thing: An unknown language mostly derived from Afrikaans, with a completely different phonetic structure. You can't seem to pull anything else, but the words you CAN translate seem to support the theory.
