It's not a cheat at all. It's part of in game mechanics. Exploiting? yes, cheat? No.

I guess you don't understand the equal trade off huh? Max ammo with IB is 6 which equals to x amount of ammo for whatever it is they're switching to.

Lol... No. IB bullets have max 6 for a reason. Because it regenerates, that makes IB bullets more valueable than normal sniper rifle bullets. It's the same concept with currency exchange rates. $1 doesn't equal 1 Canadian Dollar, or 1 Peso.
