I do assume that you know the origin, the intent and the implicit message of tea-bagging? I'm wondering from your spelling that you may not. Long and short - its disrespectful. Like spitting in the street or swearing at your mother. All of these things wouldn't make a grown man cry, true, but all of them say an awful lot about the person doing them.
