Yes but you also seem to forget the use of parenthesis or brackets(for BODMAS) anything that is in a parenthesis must be solved first. Which gives a 3 yet 2 can be divided by 6 or multiplied by 3. It can be solved so ways (6/2)(1+2)which is 9 or 6/(2(1+3)) which gives 1. it has two answers which is and ambiguous problem which gives you two answers which are the same depending on how you see it

If you solve it to BODMAS or PEMDAS, you get 6÷2 (2+1) 6÷2 (3) 3 (3) 9
