The Division and Destiny were both shown off at E3 2013 for the first time. I HIGHLY doubt Ubisoft had detailed info on the ins-and-outs of Destiny by then.
However, since it's been a year and a half since Destiny first released, Massive (the actual devs of the game) probably took some cues from the things Destiny didn't get right and tried to do it right in their game. It's just a smart business move.
