You are right about that, but it's a Hive dungeon/kingdom or whatever, and that's all the moon became. The surface is different, but the Hive basically own the moon anway.

In this point of the story, The House of Exile own it now. It doesnt show in game, but since Crota and Oryx is dead, Hive should be retreating from wherever they occupy.
