From what it looks like, I would guess that Bungie is doing exactly that as well as adding new content such as the mentioned strike. I would hope that there are new missions and other things as well, but we'll have to see. If it comes down to just this one new strike and no new missions or anything, it'll be kind of a let down. At least it will be free.
