Possibly, though his appearance in the 1950s (Red Alert 1) through the 2070s does lend credit to his claim of immortality. Also, the Scrin have noted familiarity with him (Tiberium Wars) lends further credit.

Red Alert is another universe though. Is it possible they had been keeping a eye on Earth during the events of the games?

Originally, it was to be a prequel to the Tiberium series. Kane shows up in the cut scenes of RA1. It was after that game that Westwood Studios decided to branch it off into its own series.

I know and there was never meant to be any definitive proof. Only the implication and the "could be." However, there is no doubt that the character development of Kane was inspired by the biblical Cain. The actor who portrays him had a hand in the development process and admits this in interviews. .
