Either Bungie doesn't understand basic math, or they think that their playerbase is dumber than a bag of hammers.
I don't think that 'learning' is applicable, in regards to Bungie.

Honestly, of all the things people can get on bungie on, this is the most retarded. That 0.04% was to the doctrine archtype, the same archtype people are complaining about to get nerfed.

Could you elaborate with factual evidence? Without being any sort of mathematical expert, it seems to me that a 0.04% buff would decrease the time-to-kill by, what, half a bullet or so? If I'm wrong, I'll gladly admit it. But 0.04% seems pretty damn insignificant to me.
