Edit: equipping something else now. When i am done i will equip it back.
To clear it up, here are the perks:
Hip fire
Fitted Stock
Hand-laid Stock
Rifled Barrel
Hidden Hand

Unless it has counterbalance and a stability perk it will never be a Doctrine-class asskicker. Auto Rifles with low/mid RoF need a stability buff to help them compete with the faster models. Same applies for Pulse Rifles.
