I say the Promethians would win since they have everything the empire has and some forget these robots were designed to take on the flood and almost won. The empire was taken out by rebels hiding in the snow. Promethians have badass weapons that look magical and technologically awesome. Empire weapons look like regular guns. And finally, if the Promethians are in legendary mode, then stormtroopers have no chance
